best product but channel of delivery

i am a bioderma user since 2020.purchased many products and ordered few online. however specifically in pershawar the delivery demanded 250 charges extra apart from 5685 price. he damanded that money for the second time. i dont know its due leapard service or peshawar specific.. as in dera ismail khan there was no such issue
